The incident happened on Old National Highway in College Park officials said.
Preliminary information shows that four officers noticed suspicious activity from a truck driver, later identified as 46-year-old Yahya Nalm Shakur.
Police said that Shakur was "operating the semi-trailer in an unsafe manner" but did not elaborate on exactly what got their attention.
The statement from the GBI said that police ordered Shakur to stop and that he refused instead turning the large vehicle toward the officers.
